Gentlemen,
I am directed by Mr. Secretary Creech Jones to acknowledge the receipt of your letter under reference GHP. of the 21st February, regarding a petition stated to have been addressed to the Secretary of State for the Colonies by 90% of the hotels in Hong Kong.
2. I am to explain that the provisions of the Colonial Regulations require that petitions addr ssed to the Secretary of State should be trans- mitted through the Governor, and that in the absence of the Governor's recommendations, Mr. Creech Jones would not be in a position to consider the petition. He is, however, in telegraphic communication with
the Governor on the matter.
